“On Feb. 21, we caught the man who had tailed Chairman Lee for days,” CJ Group said. “We got into a car accident, reported it to the police, and found out that the man was an employee of Samsung E&C.”
The business group filed an official police report with the Seoul Metropolitan Police Agency yesterday. They reported the Samsung employee, identified by his surname Kim, to the police for possible obstruction of duties, and also demanded that Samsung Group issue “a responsible and sincere explanation and apology,” indicating that it suspects Kim didn’t act on his own.
According to CJ Group’s allegations, Chairman Lee’s driver felt that they were being followed on Thursday of last week. They spotted Kim and other cars tailing Chairman Lee to his office, engagements, as well as his residence in the next several days.
On Monday, Chairman Lee’s entourage made sure that they had closed-circuit television footage capturing Kim near Chairman Lee’s residence as evidence. The next day they intentionally caused a car accident with Kim to stop the tailing.
On such claims, Samsung Group declined to make an official comment, passing the responsibility to Samsung E&C. Samsung E&C - a construction arm of Samsung Group - said that Kim passed by Chairman Lee’s residence several times because he was involved with a construction project nearby. Still, most observers strongly believe there’s more to the incident.
For starters, many believe this has to do something with the ongoing inheritance battle between Samsung Electronics Chairman Lee Kun-hee and his older brother Lee Maeng-hee. The elder Lee is the father of CJ Group Chairman Lee Jae-hyun.
On Feb. 14, Lee Maeng-hee - the eldest son of the Samsung Group founder Lee Byung-chull - filed an inheritance suit against Lee Kun-hee, saying he should share in a large number of stocks he claimed the Samsung head secretly incorporated into his assets.
In the suit, the older Lee is demanding at least 717 billion won ($613 million) from Lee Kun-hee. And sources say Samsung might have been trying to keep tabs on CJ Group - which is the de facto contact point for the older Lee who is staying in Beijing - to gain leverage in the ongoing legal tussle.
Another implication of this incident is the years-long rift between the two business conglomerates.
With Lee Kun-hee chosen as the heir to the Samsung Group, not the elder Lee, Samsung Group spun off CJ Group in 1994 - giving the control of CJ Group to the elder Lee’s family.
Since then the two groups have been in a power struggle, mostly as Samsung tried to keep CJ in check.
In 1994, while the spin-off was in process, Lee Kun-hee set up a CCTV camera on his Hannam-dong residence so he could monitor who goes in and out of CJ Group Chairman Lee Jae-hyun’s house, which was nearby. It caused enough controversy that the camera was eventually removed.
Last year, after CJ tendered the bid for the acquisition of Korea Express, Samsung SDS also jumped in to the race, prompting market suspicion that this it was also a sign of the rift. Samsung eventually pulled out and CJ acquired the delivery company.

경찰이 이재현(51) CJ그룹 회장 미행 의혹에 대한 수사에 착수했다. CJ그룹은 서울 장충동 이 회장 자택 주변을 돌아다니면서 미행한 사람에 대해 수사를 해달라며 23일 서울 중부경찰서에 고소장을 냈다. CJ 측은 “폐쇄회로TV (CCTV) 영상 등 미행과 관련해 확보한 증거자료를 모두 경찰에 제출하겠다”고 말했다.
CJ그룹은 앞서 일부 언론을 통해 “삼성물산 감사팀 소속 김모(42) 차장이 이 회장을 미행했다”고 밝혔지만 고소장에는 삼성그룹과 관련한 내용을 적시하지 않았다. 피고소인도 ‘성명불상자’라고만 적었다. 그러나 공식 발표문에서는 “삼성은 왜 이런 일이, 누구의 지시에 의해 이뤄진 것인지에 대해 책임 있고 성의 있는 해명과 사과를 해야 한다”고 밝혔다. 경찰 관계자는 “통화기록 등을 조회해 윗선이 누구인지 파악해보겠다”며 “의혹과 불신이 남아있지 않도록 수사하겠다”고 밝혔다.
경찰과 CJ에 따르면 지난 21일 이 회장 자택 근처에서 김 차장이 몰던 검정색 그렌저 렌터카가 CJ 직원의 무릎을 스치는 사고가 일어났다. CJ 관계자는 “이 회장의 차량 운전기사로부터 ‘17일부터 검정색 오피러스 차량이 미행을 하는 것 같다’는 얘기를 듣고서 회사 차원에서 대응했다”고 말했다. CJ 측은 21일까지 이 회장 자택 인근 CCTV 화면을 확보하고, 김 차장이 차량을 오피러스에서 그랜저로 바꾼 사실도 파악했다고 설명했다. 이날 오후 7시40분쯤 김 차장의 차량이 이 회장이 탄 차가 움직이기 시작한 직후부터 따라오자 CJ 직원들이 차량 2대로 신당동 성당 앞 골목에서 앞뒤를 막다가 사고가 났다는 것이다.
이에 대해 정원조 삼성물산 전무는 “김 차장은 ‘이재현 회장 자택이 있는 장충동 일대에 호텔신라가 소유한 재개발 부지 등이 있어 사업성 검토를 위해 자주 찾은 것’이라고 해명하고 있다”고 설명했다.
그는 “나중에 언론을 통해 미행 문제가 불거진 것을 보고 당황하고 있는 상태”라고 전했다. 삼성그룹 측은 “그룹과는 무관한 일”이라고 선을 그었다. CJ측에서 “삼성 계열사의 감사팀과 삼성그룹의 감사 업무를 맡고 있는 미래전략실 경영진단팀의 관계를 감안할 때 그룹 지시 없이 (김 차장이) 움직일 수 있겠느냐”는 의혹을 제기하는 데 대한 대응이다.
일부에서는 이번 사태가 이재현 CJ그룹 회장의 아버지인 이맹희 전 제일비료 회장이 이달 14일 이건희 삼성전자 회장을 상대로 제기한 7000억원대 재산분할 소송과 관련이 있을 것이라는 분석도 나온다. 당시 CJ 측은 “소송 제기 사실을 그룹에서는 사전에 알지도 못했으며, 원만한 해결을 위해 중재하도록 노력하겠다”는 입장을 내놓았다. 하지만 실제로는 실질적인 소송 당사자가 CJ와 이재현 회장으로 삼성 측은 판단하고 있다는 주장이다. 재계 관계자는 “CJ가 이맹희 전 회장의 소송에 처음부터 관여했으며, 소송 제기 후에도 취하하려는 중재 노력이 전혀 없었던 것으로 알고 있다”고 말했다. 이 경우 삼성·CJ 양측 모두 소송전을 유리하게 이끌기 위해 물밑에서 다각적 노력을 해 왔을 가능성이 있다.
이에 대해 정원조 전무는 “삼성 입장에서는 ‘CJ쪽에서 치밀하게 준비하고 있었다’는 식의 의혹 제기나 ‘소송과 관련이 있다, 없다’는 식의 근거 없는 얘기가 나오는 것 자체가 바람직하지 않다” 고 강조했다.()
